Crime recording

Police crime recording is governed by the Home Office Counting Rules and the National Crime Recording Standard (NCRS).

Crime statistics do not include crimes that have not been reported to the police.

National Crime Recording Standard (NCRS)

The NCRS was introduced in all police forces in April 2002. Set by the Association of Chief Police Officers (ACPO) and the Home Office, it aims to promote greater consistency between police forces when they record crime, and take a more victim-focused approach to crime recording.

Home Office Counting Rules

Home Office Counting Rules provide a national standard for the recording and counting of notifiable offences recorded by police forces in England and Wales.
